How many of you will there be and how far do you want to travel outside of Agadir? The bus can be a good value but if there is enough of you a grand taxi can be a good value and a bit more of a comfortable ride. The ride north to Marrakech and further can be a bit arduous in a car but more so on the bus.
Agadir is a good city for a relaxing vacation. It isn't the typical Morocco that people often think of (walled city, cobble stone walks, riads etc is not Agadir). Agadir is known for it's beach and slow lifestyle.
There are several cities and towns that are an easy day trip (Taraoudant, Essouira, Immozaar) that are a nice visit and each can be accessed via bus or grand taxi. Renting a car this time of year can be a good value too if you are looking to make day trips and return the car within 24 hours. You may be able to strike up a good price renting a car out of Agadir this time of year even on a weekly basis because it is a bit of the slow season and there is a lot of competition for car rental agencies.
Please enjoy Morocco and ignore the Morocco sections resident maligner misviv...the poor child has a limited world view. Seems funny that the only common denominator for the problems in the Morocco section is the one slanderer misviv.

Ok!

Using Agadir as a base you would be best off using the two main coach services CTM or Supratours as Agadir does not have a train service yet. Both services are cheap, reliable, safe and operate services to all the major cities and destinations. The price for a one way to Marrakesh for eg is only 90DH which is good value. Once in Marrakesh you could use the train to explore the North. The trains are also cheap and comfortable.

The CTM base is in Talborjt and Supratours is just off Hassan II near the Hotel Sud Bhai.

Check out Essouira it's about a 2/3 hours coach ride from Agadir and costs 90DH.

Don't listen to Misviv though we do hang out and socialize in this section we try to help travelers whenever they ask for info. BTW, I don't live in Morocco and I have many opportunities in this world (and I take part in them) and would have them if I did live in Morocco too. She's just jealous that's why she comes in here and spreads her hate. She asked a question about authentic entertainment in Morocco and then asked about Belly Dancing which, although it can be found in Morocco, is not authentic. So, she's still holding a grudge.

I have not yet been to Agadir but it's true that taxis can help you get around at a good price. You can also take trains to/from other cities. Or you can go by bus like many locals do as long as you are willing to rough it a bit w/o air conditioning and very crowded conditions.

I suggest getting a little phrase book to help and checking out the books Rough Guide to Morocco and DK Eyewitness Morocco from your local library...or you could buy them but that would cut into your budget.

Are you spending the whole time in Agadir or are you traveling to other big cities? If you are just staying in Agadir, you can get around by taxi. The fare is farely cheap. If you are traveling to other cities without a tour guide, you can travel by train. The trains are affordable as well.

Welcome to morocco, since I'm not from agadir i can't answer you correctly, I'm Moroccan from Casablanca, i agree with the second answerer although i have to mention that trains stop at Marrakesh, no trains yet in agadir.

What caught my eyes really to leave a comment here is the first answerer, "Misviv" she's just grudgy...don't listen to her
