the saying has been around for years, It has been used referring to Eczema, and was originally used for an actual itchy condition.
WWII Solders we infected with it, and the phrase was used over a hundred years ago, for this condition. some how it was used over time to describe the Itch to look around after 7 years in a relationship,
but became a popular reference to this with the 1955 movie by the same name, starring Marlyn Monroe, the one where she stood over the grate and had her dress blow up from the wind, coming out of the grate.
