because when we are in the womb, the sex is not determined for a while so incase it's gonna be a girl, nipples will develop.

Nipples are a byproduct of men having nipples. Think about it: men and women are made from the same genetic body plan. The number of differences between men and women is a few as is necessary to differentiate the genders for reproduction. Nipples aren't a big cost to men, either.

They're genetically encoded. Everyone gets them, and they happen much earlier in the development.

Really poor analogy, but perhaps think of it this way: while reading through the DNA blueprints, "nipples" happens in, like, chapter 2, whereas gender/naughty bits don't come along until, oh, chapter 45000.

When babies embryos from, for the first 6 weeks or so, the fetus is a girl's but it then devolps into a boy's if wanted.
