Is QAL an annual flower? If so, how does it prepare for the winter?

No it is a biennial . When the queen annas lace is first born it is just in vegetative growth and the second year in spring it flowers then dies in fall when the frost arrives and it reseeds and in the spring the seedlings emerge from the ground and grow. Did you know that queen annas lace can be used and dried as a cut flower and you can keep it for about a year as a dry flower to decorate your house. If you want to decorate your house with the queen annas lace as a dried flower i reccomend that you put it in a vase and add the dry flower goldenrod aswell it is a wildflower.

It is a Biennial--the white flowers will bloom the year after the seeds were sown, or self seed prolifically.
aka-Wild Carrot or Cow Parsley.
It prepares it self for winter by dropping it's seeds then slowly dries/fades away.
(the roots of the QAL were/are used a food source and has medicinal properties)

No, Queen Anne's Lace is a Biennial. The first year is just vegetative. The second year it will produce flowers & go to seed. It dies off after the second year.

Yes, it's an annual and will die over winter. However, it will reseed freely and you should get new seedlings in Spring.

EDIT: I stand corrected...It is a biennial so you will have it for two years and then it will go to seed.

It prepares the same as any other plant. It spends the growing season blooming and making seeds. Once it has bloomed and seeded, it dies back. Next season its' offspring will sprout up and bloom in your garden.
