There is no cartilage in the human penis. Muscle attaches it to the body. There are three spongy columns that fill with blood bounded by strong fascia that maintains an erection until the blood flows out through the veins..

Cartilage connects muscle to another muscle? Ur penis is connected to ur body but the cartilage is deep inside ur body...wht u see on the outside(the penis itself) is just muscle!

It's neither. It is an organ that is more like a sponge. When hard it fills with blood, when soft it's like it's wrung out.
