It means no matter what you do, they are there. You can wash, scrub, rinse and they are there. It's not literal, more of a metaphor. You just can't get rid of that person, no matter how you try

It means no matter how much I try to think about something/someone else, I cannot seem to stop thinking about you. You are always on my mind.

listen to the rest of the song. it may help you. another line reads"i've got you, deep in the heart of me", which is what the wwhole song is about. no matter what, that person is in your heart and always will be.
