They did shake hands, in fact Dungy stated when questioned about the handshake:
"Bill is fine, he's a good guy, that's the way he is win or lose," Dungy said. "He's just an intense guy out there. I wouldn't describe it any way other than what it is."

Belichick is a racist, and he has been since his college days. He is an active member of the Arian Nation and will not show respect to a black man. Dungy was doing what is supposed to be done, but Belichick is such a baby that he showed the world his true IQ.
