It's a poem that describes the moon ... describes a full moon, outshining the stars around it.

However, in describing the moon it sort of relates to other lunar themes particularly woman - woman as moon, outshining nearby stars with her splendor and her round bright face lighting the earth

paraphrase:
Amazed (wowed!) by the moon's splendor beautiful stars near the moon hide their own bright light when the full moon is roundest and its silvery light brightens the earth.

It is about the beauty of the stars which is dimmed by the full moon. Like the queen whose splendid glamor dims that of princesses. Kind of when the cat's away, the mice would play.
