It means you need to buy a PS2 from Japan.

About 4 years ago there were lots of companies offering chips and other hardware that you could "hotwire" into your PS2 to play Japanese games...or vice versa. The problem was that none of these chips worked perfectly as far as I know and lots of people damaged their PS2s.
I live in japan and tried to do the reverse...mod my Japanese ps2 to play american games. After doing lots of research and checking various companies....I came to the painful conclusion that is just wasnt worth the risk. I ended up buyin an American PS2 as well.
