Within a conference, they conference decides the schedules and usually tries to get them all figured out a few years before hand. Then the teams schedules other games. This can be done years ahead of time, or at the start of the season. A common practice is a home-home schedule, where team A plays at team B one year, then they schedule the reverse (team B at team A) for the next year. But teams usually like their schedules set a year ahead of time.

reason i asked because i'm watching western Michigan playing at North Western. it's a very close game. makes me wonder why north western would make them their first game. there's so much incentive for western Michigan. dumb move. why i wondered if they had control over non conference games to play.
