Vote, and if you're a male in the USA are required to sign up for the selective service. Both sexes can join the military. You have the right to enter into legally binding contracts once you reach the age of majority. You can freely marry.

Rights? Only two; apply for credit, enter legally into contracts. Duties? Three. Be tried as an adult in court, vote, and enter into selective service.

It depends on what you mean by "all people".

If you literally mean every person on the planet, then the answer is no, there are no basic rights guaranteed to all people.

If you mean everyone who lives in your country/city/whatever, you need to tell us where that is.

vote, act as a jury, right to smoke and sttuff, drivers permit, be tried like an adult, marry freely
