One mile equals 1609.344 meters (see reference #1).

On each lap of the track, the runner will cover 400
meters. So in 4 laps, he will cover 1600 meters.

In order to complete the mile run exactly on the
finish line, he should back up 9.3 meters from
the finish line as his starting point.

When the race starts, he will run those 9.3 meters,
and then run 4 laps of 400 meters each, for a total
of:

9.3 m + 4(400) m = 1609.3 m = 1 mile
