Jim Crow laws were enacted not only to try to limit African Americans from voting after slavery ended but essentially to keep them in slavery like conditions. They enforced segregation, like by creating literacy tests and poll taxes in order for African Americans to pass. They also enforced "separate but equal", meaning African Americans were required to use different public facilities than whites were. So basically Jim Cow laws happened b/c whites in the south were trying to keep African Americans in the south in a lower class and with less rights. They did not want slavery to end and were trying to find any way to essentially keep it around.

Mrbell has it mostly right... but there were Jim Crow laws all over the country.. not just in the south. Separate but equal was the law of the land, not the exception. It wasnt JUST the south. Many small towns in the midwest had laws stateing, "No person of color is to be within city limits after sundown." Many of these laws are STILL on the books. Where African Americans (such a rude term) were prevailant, such as in the south, there were also voting laws put in place to ensure they didnt come into political power. Where each black vote counted as 3/5ths of a real vote when counted.

The way my professor once explained it (in a graduate level history course) was that the Confederacy may have lost militarily, but they continued the war socially. Jim Crow laws were a way to keep the newly freed African-Americans as close to their position when they were slaves as possible. Jim Crow laws effectively nullified the rights being provided by law and the consitutional amendments. They also forced most African-Americans into sharecropping and low status jobs, preserving the economic structure of the South as much as possible.

Jim Crow laws were enacted to try to limit the amount of votes black people would get. For instance a reading test, they knew a lot of the black people could not read and figured it would be a great way to lower the value of their votes. The overall goal was to limit the amount of black people who could vote so overall reduce their political impact of being able to vote.
