The surpluses didn't happen till later in his term. Still raising taxes on the the top two percent did help lower the deficit each and every year he was president.

There was a surplus because of the tax increase. And I am not afraid of Hillary. I am middle class. Republican tax cuts don't help me and Democratic tax increases don't hurt me.
