Basic. It is used to test for carbon dioxide. Lime water is a saturated solution of Ca(OH)2 in water.

Ca(OH)2 + CO2 ===> CaCO3(s) + H2O

Lime water becomes "milky."

lime water is simply calcium hydroxide solution - Ca(OH)2
because it is hydroxide it is basic (that means pH of this solution is greater than 7)

in general - anything that has the -OH group is a base
