There are approximately 25 million non-custodial parents in America. The federal government spends $10 million per year to support visitation with their children, mostly through educational programs but not direct enforcement of visitation rights. In contrast, the government spends over $360 million per year to enforce child support payments, which is 36 times the amount they spend on visitation "support" which is really only encouragement. The government always tries to say these two are completely separate issues but from a real world standpoint, the issues are tied at the hip. What they have yet to fully realize is that if they supported more visitation enforcement, their child support collections would go up in tandem. In America, if you don't pay your child support, you will likely go to jail. But if you deny the other parent their rightful visitation time with the children, the police nor the courts will do much of anything, even though it is an official crime (not just a civil offense) in many states and even an official felony in several.

I would gladly support the Presidential candidate who supports the rights of non-custodial parents under the banner that it takes TWO to parent and the rights and interests of both sides need to be supported equally.

I don't know if "ignored" is the right word, but it seems that the following issues certainly aren't being actively pursued.
Border security, port security, energy alternatives, Capital hill ethics and the absolutely ridiculous price of heating oil and gasoline.
I seems that the issues that are being pursued are trivial compared to the real concerns facing the average citizen in this country.
