Yes. In fact white is the combination of all colors in the rainbow.
Black is the absence of color.
That is why the "colored only" signs from the old south never made any sense. Everyone is a color, unless they are transparent.

yes it is a color. if you put white on a dark background that part of the background changes color, so of course it's a color

Go to a paint store and ask for white paint. It comes in many shades and will undoubtedly answer to your question.

Well technically its not however if you're at a home improvement center and you're in the paint department and they ask you, what color do you want your paint? And you answer well...its not a color. Their maybe a problem.

no its a mixture of all the colours of the rainbow thats why when light hits a prism all the colours seperate
