The pH of water can change due to the different temperatures. if the water is hot, the pH will increase. if the water is cold, the pH will decrease

pH in water can rise if say in a water fountain, the pipes were cleaned with a cleanser with a pH of 11 and were not rinsed thoroughly.

Depends on your level of chemistry knowledge. The suggestion that changing the temperature is correct, only because it alters the equilibrium constant, Kw, and so the equilibrium of the auto ionisation of water shifts. This results in a different [H3O+] and so a different pH. If none of that makes any sense...... pretend you have never read it.
