ok, it's for a story.

"a halloween never to be forgotten was that of two years ago when he snuck inot my back garden in an attempt to scare me, he succeeded! I felt so guilty............."

Your first statement was correct.

My most memorable Halloween occured two years ago. Attempting to scare me, he snuck into my back garden. He succeeded! I felt so guilty for almost getting him arrested......

However, the paragraph lacks much important info. Is this the intro paragraph? Who is "he"? How did he succeed in scaring you? When did the almost getting him arrested part happen in the story.....(do you plan on telling the rest of the story throughout your book/paper?)

"I felt so guilty for almost getting him arrested" or "I felt so guilty for having almost gotten him arrested" would be acceptable. I think the first is preferable because it's simpler.

Another possibility is, "I felt so guilty because I had almost gotten him arrested." This is probably the most grammatically correct version, due to the appropriate use of the past perfect tense to indicate that the near-arrest occurred prior to the feeling of guilt.

I would suggest 'I felt so guilty about almost getting him arrested.' The word 'for' is what doesn't sound quite right in your first example. Depends exactly what you're trying to say, though.
