It is well-known that the title of President does not end in four or eight years. Bill Clinton and George H. W. Bush are properly referred as "President". Quick question, though: Should Ronald Regan be referred as President? Should good ol' Lincoln?

Yes, and any other publicly elected official is entitled to the same respect.

Yes, once they hold the title it is their title for ever. President Reagan, even though he is dead is still referred, and rightly so, as President Reagan. Some like Eisenhowe can be called either President or General. Usually it depends on what we are talking about whether he is called President or General. That would also apply to General and President Ulysses Grant.
