"What Was the Biggest Empire in the World?"
It's really a silly childish sort of question.
As Time goes on, successive Empites may get larger than any of those that were around before them. That's Life!

I would put the Spanish Empire of Philip II up against any other empire for it's breadth of coverage. It's the first empire upon which the sun never set.
