not enough gas or too much gas going to the engine..

floater adjustment

restricted fuel line,,,check the on and off switch on the tank,,
disconnect hose, see if gas flow freely..

vent on tank plug up,,vacuum is causing it not to flow ,,,,,remove the gas cap and try

i assume you already adjust your idle screw, cleaned or replace the spark plug

I've read a couple of surveys on that subject and the results were you would get better mileage with a/c off driving around town but it didn't really say how much. With the price of gas you might want to fill up and write mileage down and run a week or so with a/c off and do same with a/c on and compare mpg. The survey did show there wasn't much differance at highway speeds because the windows down interfered with the areodynamics of the vehicle.

Did you "clean out the carb" by taking it apart and spraying it down with some carb cleaner or did you actually take it apart, soak it in an acid bath, then rebuild it with a new carb kit (needle, gaskets, etc)?

Might be time for a top end rebuild (cylinder, piston & rings).
Low compression would produce those symptoms.
