The Ancient Greeks did come before the Romans. However, the Romans got a lot of their ideas from Ancient Greece. Why, then, were the Romans more successful in culminating an empire? Well, that's because the Greeks were too busy fighting amongst each other. E.G. Athens and Spartans.
