IP addresses are given out by the person ISP. You can trace the IP back to the ISP, and ususally from that get a clue where in the world (country, region, maybe even city) they are in. But you can not get to the individual person. And then you would only get to their computer, not them.

The ISP would have the information, but they can not give it out without a court order.

Hi,
the answer is "NO" but they I.P address will tell you the Area that they live e.g. London etc but that's as close as you will get, sorry.

The cops don't know. They just ask the ISP.
