If you're meaning you don't want people on your friends list to comment, but able to view them....change your settings so that approval is needed to leave comments. This will affect both profile and picture comments, but at least you can choose what comments can be posted or nixed before they're actually posted.

yes people can view your pictures if you have your profile to public but if they are not your friends they cannot comment on the pictures

Yes if your refering to myspace people can view them and not comment.
