In my opinion, a good game must have: 1) A diverse setting that is pleasant (i.e., one that doesn't depress me to the point of suicide--half life 2, bioshock, etc.) 2) Well-developed characters, 3) A plot that has substance (i.e., not the world is threatened by the evil forces of _____ and _____ must save it). Of course, there are many good games that follow this format, but are character driven and htus entertaining (e.g., almost any Final Fantasy game). 4) Managble, usable gameplay and interface.

Just to add examples of good games that could've been perfect had they contained all of the following:
1. Oblivion: Great, diverse setting and gameplay, but no plot or characterization.
2. Halo 2 and Bioshock: Great gameplay but boring plot, no characterization and depressing, homogenous setting
