Queen's speech at Christmas...could the Brits explain?

I have heard many references to the Queen's Christmas speech. Could someone please flesh it out a bit? Is it a well-wishing kind of thing? Is it inspirational?

only beaten by a party political broadcast on a scale of 1 to 10
