Doing a little research, it seems real. It was reported in the BBC in 1999, and seems to have originated in Zambia. The sewage, fermented, produces methane, which inhaled, results in a high.

I've heard of it, it IS nasty and disgusting, and there ARE actually people who do it. If people will do meth, they'll do anything for a high.
