it depends on your tv
Newer ones will have a VGA input
older ones you will need a few cables to convert from the video card to VGA, but it looks really awful

You will need to have both a computer and a TV with the same type of a connector - usually an RCA connector. Most laptops have an RCA port from sending the video to an HD TV. (Forget about doing it on an old picture tube TV - the picture is unwatchable). Most desktops do not. You would need to add a video card with that ability.

Keep in mind that only the picture, and NOT the sound comes over the RCA cable. To get sound, you have to run a separate cable from the headphone/speaker jack of the computer to the TV.

Like said above newer TV's has VGA input, if your graphic card has a second VGA output connect those 2.

If your TV Doesn't have a VGA input, there is a chance that it has a s-video input, of course your graphics card gotta have a s-video output. But every newer card does.
