First of all, it shouldn't take that long. I'd suggest checking into what's not working right with your Paypal account.

Standard for Paypal is 4 days from your bank to your Paypal account, and transfers to other Paypal users are instantaneous.

If you're working with an eBay seller who takes credit cards, you can use your debit card to get the payment straight out of your bank account. This is quick, but is dependent on the seller to process your card in a timely manner.

If you want your eBay & Paypal transactions to go quicker, you might just put a little money in your Paypal account, so that you can make your purchases without having to wait that 4 days for the transfer. You can always transfer it back to your bank account if you need it for something else.

if the person accepts bank transfers then you can request there bank details so that you can send the money from your bank to theres, but using a debit card is the fastest.

Direct wire transfer will do it, but it will cost you additional 40 bucks, instead you can also try Cash on Delivery if the seller accepts that, or Bank Draft.
