Why can't you drive????
Not old enough, never got a liscense or your liscense has been taken away?
The answer would depend.
If its because you are not old enough, then NO. You would never qualify because of insurance concerns.
If its because you have never had one, or yours has been suspended/revoked. It depends on your particular area.
Where I live, its an all-volunteeer department. Without a liscense, you would have a REALLY hard time getting to the station for calls.

Sure, you can't fight a fire sitting in the driver's seat. Most of the guys get driven to all fires by the same guy every time.

Yeah it is possible.You don't have to be the driver you can be one who fights the water.
