Genocide is a word that gets thrown around a lot, but history shows us that it is rarely undertaken, and virtually never successful. IIRC, the only successful genocides in recorded history are the Roman destruction of Carthage, and the British whiping out the natives of Tasmania.
So, stopping genocide can't be that difficult, since it's so hard to pull off in the first place.
