When you power your PC down (Or mac) it is shutting down all resources and clearing any cache used (or ram) for programs. So it is automatically clearing out anything in memory (RAM). But you're probably asking this for another reason - is your PC running slow? Perhaps you have a worm or a virus, try running an anti-virus or spyware program to speed it up.

The physical RAM is automatically cleared but the virtual memory (pagefile.sys) can be configured to be cleared before shutdown so that the booting is faster. However, the shutdowns will get slower.
There are some memory management softwares that free up your RAM automatically, either periodically or manually or when it's much occupied.

RAM is volatile memory, this means that when power is removed from it (when you turn off you computer) then it will 'forget' all memory stored there. So the answer to your question is that: when you turn off your computer, the memory clears itself, no need to wipe it yourself.

your computer will clear all the programs off the ram, providing you shutdown and not set your computer to sleep, if you make your computer sleep then it keeps the programs loaded on the ram, thus starting your computer faster.

RAM itself is temporary memory, so it is lost completely. but there is a clever way to save RAM as well. this is called hibernation. your computer saves temporary memory onto your harddisk and close down.
