All of those phones you're not going to buy with a $200-$300 budget.

You might try to find one on eBay or refurbished.

You can do all of those things on the AT&T 8525. It has Wi-Fi, so you wouldn't need to buy an internet package.

My BF has one, and it's his most prized possession. Lol.

I would say the Archos would be your best bet (no camera or game, except maybe Flash games)http://reviews.cnet.com/portable-video-players-pvps/archos-605-wifi-30gb/4505-6499_7-32477556.html?tag=prod.txt.1

but it may be a bit out of your price range by about $50 to $100 - http://reviews.cnet.com/4244-5_7-0.html?query=archos&tag=srch&target=

Here is a review of the AT&T 8525 it does not appear to do Flash - http://reviews.cnet.com/smartphones/at-t-8525/4505-6452_7-32133413.html

iPod and iTouch do not do Flash.

So your cheapes alternative to the Archos is the PSP. You can use various online or PC Youtube video convertors because while it does do some Flash it won't play Flash movies. But it will do everything else you have listed.
