Most 13 year old's love labels. It doesn't matter so much what you buy--or how much you spend, as much as where it comes from. Try buying something small but cool from someplace like Hollister. Even a pair of socks, a belt, or a small gift certificate (for like $20) will make their eyes light up.
`
For a 13 year old girly-girl, I would try shopping at Claire's or another cheap accessory shop. They have all sorts of things in there that any 13 year old girl would love.
For the 13 year old gamer, I would purchase a subscription to a gaming magazine. You can sometimes buy those for under 20 bucks.
For the 13 year old goth kid, try shopping at hot topic. They have all sorts of trendy things from T-Shirts, notebooks, key chains, etc.
If the 13 year old is into sports, that will make things easier because you can always find cheap sport accessories. Like golf balls, etc.

15 or 13? I'll say both are pretty much the same though (: Perfume is nice to get, it can be kind of expensive, but the new Rhianna perfume is so gorgeous, and the Nina perfume! You could get her concert tickets, or itune vouchers, everyone loves getting those, but then again she might already download her music. What does she like, what music does she like? Get her something to do with her favorite music artist, for example mine is Ed Sheeran, you could get posters to do with her favorite music and hobbies! Maybe make up? If she wears it of course, and nail varnish is nice to get, the sparkly one is amazing - from Claires! And talking of Claires they sell really nice jewelry and hair accessories! Good for teens! Maybe some nice clothes, but of course if she's got enough of these then I guess there's no point? Has she got any hobbies, like my all time hobby is art, I always love getting art gifts! Does she read? You could get her some books, based on what gender she reads. e.g. Fantasy like vampires (Twilight :D) I hope I have given you some good ideas, but of course I don't know this girl, and you do :D So You should have some ideas on what she likes (:

if shes a girl and she doesnt
have them yet-get her the
sims 2, she will love them
and theyre only about 25
bucks or so.
you could also get her
a H&M,ZARA,itunes
or other gift card with
an amount of value you
decide-then she get
exactly what she likes.
if there is a particular
band or singer or so
she likes-then you can
get get her a cd,poster
or concert ticket for
that band/singer.
if she does not have
one you can get her
one of those cheaper
mp3 players for 40
bucks or so.
clothing is a good
idea-if you know what
she likes-but only then!
except for cute shirts
you can get for between
5 and 15 bucks at ZARA
you can also give her
a six(thats an accessory
shop) gift card-with a value
you choose.
hope ive helped n hope
ur talking bout a girl-
i cant help if it comes to
choosing prezzies 4 boys!(=

wow some of these answers are ridiculous, look im 14 and know wat 13 yr olds are into. if its a guy he most likely is into video games and such buy him a game or something to the gaming system he has. 50 bucks should cover that cost.
O ya and dont go with a lot of wat others say..legos are not interesting to 13 year olds as well as borad games, action figures and toys. thats for 8 yr olds.

depends on whether or not its a girl or boy. Cds are always good for either sex at that age. even a gift card for that matter.

this is under valentines - so:
for a girl:
a cute nighty - something silky and soft. Maybe borderline sexy if you are a female giver.
Or a spa kit - you can put together yourself and make the box, cover with fabric .
A 13-teen is just on the verge of transforming into a woman. They all want to grow up and play grown up.
for a boy:
a magic trick kit for the boy of many talents
