Contrary to what everybody here seems to think, the country most dependent on oil from the Middle East is Japan, by far.
On a country-by-country basis, the largest foreign supplier of oil to the US is Canada -- yes, Canada -- at about 19%. The next largest supplier is Mexico, at about 14%. Granted, the Middle East as a whole comes in at around 20% of the US total, but that still leaves about 80% of US oil imports coming from other places. By contrast, 90% of Japan's oil imports come from the Middle East.
And remember, the US has a sizeable domestic production of oil, while Japan has almost none.

Currently the United States, but that might be changing.
With the rapid growth of China and decreasing production in Europe the EU and China are more and more becoming dependent of the Middle East for their petroleum needs.
