Malware writers know all about Norton and can disable it.
Don't believe Norton. Run an online Virus scan to verify, like:
Then, switch to Kaspersky, Norton is bloatware.

Sometimes Trojans can hide themselves, or contain spyware that Norton cannot detect.
I have a similar problem and I got StopZilla. No more problems now!

seems more likely you have got malware not a trojan, pop ups wanting you to download and pay for a program.
get adaware or spybot and get them up todate and do a full scan.

maybe you need to update your antivirus software..
or you can try the free online scan by kaspersky ...
http://www.kaspersky.com/virusscanner
or McAfee
http://us.mcafee.com/root/runapplication.asp?appid=73.
clicking on the McAfee link automatically starts to download the software required
