Yes it is. Before there were lines of communication that never crossed. I believe they have moved to a more integrated system where they are able to communicate much more effectively. The latest example was the wildfires in California. All the agencies were on top of things, and everything happened as planned.

IMO yes. It has improved. Could it be improved even more? Sure. I think it is probably as close to getting as good as it could be. Some departments don't want to spend money on these areas and rather use grants and money on other things. A lot of the time it's hard to get departments to use systems that they don't want and are crammed down their throat. You also have to decide how far down sensitive info is going to be shared. I can understand why information is withheld from the street officer level due to reasons I won't list in here. That's just me though.

Yes, the seperation of information in investigations that was intiated under the Clinton administration to obfuscate the numerous investigations into his illegal activities has since been addressed by Bush.
