Because the human body is exothermic. We maintain an internal temperature of 98.6, but we give off body heat constantly. If the ambient temperature is raised to the point where your body cannot radiate heat at an appropriate rate, you internal temperature will begin to rise, making you feel hot.

First of all, 98.6 is not the so-called normal body temperature. It is merely an average. Some of us may have a lower or higher temperature and still be considered normal. Your body constantly is losing heat through your skin. This is to keep your core from overheating. The higher the outside temperature gets, the less able your body is to lose excess heat. So, when the outside and inside temperature are the same you feel HOT.

Most of your body's internal heat escapes from it. Your body stays at 98.6 to regulate the temperature of the most vital parts (your internal organs).

No relative humidity on the inside of your body. If it were 98.6 outside with no humidity, you'd probably be quite comfortable. Even 10% humidity, which is very dry in atmospheric terms, can really amplify heat and how "hot" we feel.

What you are feeling is the difference between the air and your skin temperature which is much lower than 98.6.

In degrees celsius, that's only 37 degrees which isn't really that hot if you're used to the heat.
However you may feel that it is really hot becasue your body is preparing itself for the temperature to rise even more, so it seems that at 98F it is already too hot to handle.
