Your water pressure is probably high in relation to the size of the filler hose. There should be a valve on your water supply, under the tank. Turn that down and see if the problem goes away. It will just take a bit longer for the tank to fill.

If you don't like waiting the extra time, you can purchase a new flapper and fill valve at any hardware store, they are not that expensive, easy to install, and the newer ones are probably more efficient.

There is a small hose that connects the fill-valve to the overflow tube. look in the tank and see if it is possibly not directed into the overflow tube. This is what helps fill the bowl completely when flushed. If it isn't centered, it may be spraying water off the edge of the tube. Could also be air in the line.

If its a relatively new noise from an existing toilet, the fill valve needs serviced, simpler to replace it, turn the water off to toilet, train upper tank, remove water line at tank then remove plastic nut from above water line "on tank", pull valve assembly from tank and replace with new unit.

Check to see if the fill valve is flowing freely.
There might be rust or some blockage. If that don't work replace the flush valve there under $10.00. They sell super quite valves so you don't hear them refilling.
