Little wiki research:
"A yield of one kiloton is not much for a nuclear weapon but it is nearly two orders of magnitude (100x) bigger than the most powerful conventional bombs. The blast from a neutron bomb may be enough to level almost any civilian structures inside the lethal radiation range."
In other words, it won't work the way you describe.

That's a misconception, neutron bombs still destroy the area around the explosion.

BTW, are you legitimizing any force that resists colonization? You would probably fight colonists who would not hesitate to murder people, right?
