it's most likely that the fixture needs to be changed out .... also get a tester to see if the lightbulbs you used are actually burned out ... when buying light bulbs ...get the best that money can buy ...stay away from the cheap light bulbs cuz they don't maker good contact in the light fixture

Could be vibration, which you should be able to feel. Could be a bad connection in the wiring (not a short), that causes the light to intermittently lose and then regain power. This would cause the bulb to turn off then on very quickly (you might not even notice), which would shorten the bulb's life.

Alan and MMT are writing a load of BOLLOCKS. The modern CFL fixtures have two incandescent elements, one either end of the tube. Take apart a CFL lamp to prove I am correct. Any way, to answer you question: The neutral wire is lose behind the socket. Have ask some-one qualified to fix this for you; it's only a ten second job. I'm an electrician, but now live in the USA, so can't help physically, I'm afraid.

Heat! the enclosure in which you house the bulb gets hot and shortens the life of the filament inside the bulb. Two solutions, small bulb or lower wattage.

Yes, you probably do want to call the landlord. It sounds like there's a problem with the wiring in the socket.

Or you might even want to check for a leak: My grandparents had one in the roof over their ceiling fan, and that eventually gave up the ghost.

Bulb wattage too big for the socket. Put a bulb with less wattage in.
