You are not distinguishing between things that are illegal, things that violate policy, and things that might be construed as illegal if there are other circumstances.
It is not illegal for teachers to drive kids home, although it might violate their employment guidelines.
Hugging and degrees of physical intimacy are all judgement calls - to be made by the student, the teacher, the parents, and the principal.

Calling you is a bit suspect. Consoling you if you are upset is fine but the hugging thing is unethical in most situations. The random hugging is unacceptable. I would suggest you ask the teacher to avoid doing this.

Illegal, no... unethical, probably... against school policy, very likely.

The first thing you need to do is tell the teacher this is making you uncomfortable, and you want them to stop. That should solve the problem. If not, head to the office.

It's not illegal, but if you don't like it, tell them to please stop it. Why would your teacher even have your cell number? Teachers aren't really supposed to have any contact or touching of students anymore. I don't think teachers aren't "allowed" to take students home, but they should get someone else to go along.
