how much work can US do if the 'Iraq war money'(more than 400 billion) was spent on world poverty ???

While I don't like the war in Iraq any more than you do, I must say that poverty cannot be ended by throwing money at it. Poverty doesn't just happen; someone (usually, a bunch of corrupt government officials, backed up by army and police) has to work hard to keep the population poor. And those people will have no qualms about pocketing as much of poverty relief funds as they can (which, needless to say, happened many times in the past). So you may think you are trying to help the world's poor, while in reality you end up helping those who made this poverty happen...

The money that has been used to pay for the war in Iraq does not really exist. The United States has sold bonds to pay for it. These bonds are loans from individual investors. These bonds are part of our 9 billion dollar federal debt.
