Robin Williams - besides his excellent improv, I think his command of jokes is amazing. A lot of what he says are existing jokes that you or I could have told, but (a) we'd never tell it as funny as him, and (b) we'd never think of the right joke at the right time.
George Carlin also, especially when he was not being vulgar. He's the kind of guy who doesn't have to curse to be funny, so you wonder why he does. His "stuff" sketch, his sketch about how other drivers are all idiots or maniacs being two examples of his hilarious clean stuff.
