....and tend to be rather a waste of time, (riding w/out a helmet or being topless in NYC) as opposed to changing laws that may make significant difference to the many issues that are problems to society ? like Health Insurance ?

because change important laws is more difficult and more dangerous for a reelection!! and it needs more work!
unimportant laws are useless but they show that the government works

Who said those laws are unimportant? They may be "unimportant" to you, but they sure are important to others.

How is the law about riding without a helmet unimportant? If a rider without a helmet smashes his head against the sidewalk and suffers massive brain damage, society will lose a taxpayer, and costs will be incurred by all of us in caring for him and his minor children, if he has any.

Now, let me see what you are proposing. Give everyone free health care and make it legal not to wear a helmet while riding a motorcycle -- correct? Nice. And how much are YOU prepared to pay in taxes?

Not sure why you picked those two examples.

Helmet laws are a matter of grave public concern:

One side says that they save lives and also reduce the costs to society at large that has to foot the enormous medical bills and strain on the emergency health care system, while the other speaks of freedom from obtrusive regulation.

Clothing laws are a matter of concern because one side says any such laws should be gender neural - an important position in our age, and the other is concerned about sexual matters in public, which is also something many people fear.

Our elected representatives represent us the people, and these are matters to worry about for lots of people, but not all.

Same with health insurance reform - it matters to some but not all.

That's life!

The legislators have too much time on their hands and want to do something, anything, to get name recognition and have something to brag about when running for reelection.
CA gov. Arnie suggested our legislature should be part-time. Of course the leg. disagrees, but the citizens think it's a wonderful idea.

good point to the first answer. i was going to say... because they need something to do.... have you ever seen how many workers it takes from the state road crew to fix a problem....one to do the work and three to lean on their shovels and watch.. its an old joke but appears to be true from what i've seen and seems to apply to all positions of a higher 'value'
