EdD is Doctor of Education. The difference between an EdD and PhD is in the dissertation. The EdD is an applied degree that addresses actual issues and problems in education. The PhD is a research degree that addresses questions of theory and new knowledge. Most holders of a PhD consider the EdD to be lesser, the EdD holders don't agree. The holder of an EdD is addressed as "doctor" just as the PhD holder.

The highest position depends on the college/university. I'd expect a 'department of Rehab Counseling' to have a chair but an 'Institute of Rehab Counseling' to have a director. A dean would lead the "College of Rehab Counseling" which probably wouldn't exist at that level. It's very likely that the whole graduate school is led by a dean.

Ed.D. means the person has a doctor of education degree, as opposed to a Ph.D. which has different requirements such as less years of teaching experiance.

The highest faculty position, correct me if I'm wrong, would be chairman who would be in charge of the dean who would be in charge of the director.
