I mean the idea of putting rules on war and how people are to be treated during it. If everyone was following the rules, there wouldn't be a war, so why would you expect that people involved in a war are going to follow more rules that apply to war?

Does anyone think that N Korea, Iran, Terror Organizations, and other Terror States are going to 'follow' HUMANE Rules of Conduct for the Treatment of Prisoners? We have PRIME examples of that fact each and every day -- every time we are confronted with a news report of another ATROCITY committed by these terrorists.

I only think it's dumb because countries like Iran and North Korea don't care about rules.
