Don't know what Zone you live in but being in the pot runs the high chance the roots will freeze thus killing the rose. Plant it now as the soil is warm ( now ) and the roots have a chance settle in properly. If you plant in spring the ground is cold and by the time it does acclimate, the warm weather sets in and the rose has got another problem to deal with.

If it is in a pot then yes. However, a mini rose is intended to be an outdoor rose and should be moved to a large pot or planted in the ground. You can keep it inside for the winter, but make sure you set it in a sunny location and check the moisture level frequently. After all danger of freeze is over in the Spring you can transplant it outside in an area that gets no less than 6 hours of sun per day. Once in the ground it will be just fine outside in the winter.
Good Luck

Any rose in a pot can take a light freeze or frost with minimal damage. But if you are in an area that gets hard freezes then yes, you would need to bring them inside or give them some serious protection if you plan to leave them outside.

They have shallow root systems so it is best. However, if you cover them with burlap, and some leaves or winter mulch, and come spring, trim the a bit, and fertilize properly, they may flourish, but that depends on how long and cold your winters are.

if it is going to get below freezing, yes, either bring it in or surround it w/at least 1.5' of compost and another 1'+ of straw, and even then if you get a real long hard freeze it may not make it.
