There are no zoologists that are above the law.

However in various "incidents" there are groups of animal based people that do have power over local law. For example there are times where the USDA or USFWS can have power over the local law.

It just depends on the incident. Was there some case you were wondering about that I might be better able to direct you.

As for zoologist above the police, I am unaware of exactly that. There is a law enforcement division both federal and state dedicated to fish and game. The officers are usually referred to as game wardens or fish/wildlife agents. To become one first a degree in biology, forestry, wildlife management is necessary. They are law enforcement trained, and at least in TX, it could be said that they "above the police" as they do not need probable cause, etc.
The are responsible for enforcement of game laws, but possess all regular police powers as well.

The RSPCA work WITH the police.

Probably DEFRA. They can shut down whole areas of land if there's an infection
